PPP arrangement is working for Cross River, Speaker CRSHA


Speaker Cross River State House of Assembly (CRSHA), Rt. Hon. John Gaul Lebo, has assured Officers from Armed Forces Command and Staff College Jaji in his Office, who were on a familiarization tour of the State.

Lebo said Cross River State has been designed as a political institution and a business framework, from the regime of Governor Donald Duke.

The Speaker said Governor Duke, came in with a public sector mentality and a business agenda and the mind of taking the State from civil service economy to Agriculture economy, he went further to bring in tourism. Tinapa, under the PPP arrangement, happened to be the biggest investment in the State and it was done by Julius Beggar under service engineering contract.

Lebo added that Donald developed the Obudu Cattle Range to improve tourism in the State and the road network infrastructure, when Sen. Liyel Imoke came in 2007, it was obvious that we need to have service economy and for that reason we need to have strong State institutions and private partners which will attract funds from the private investors.

The Speaker, While wishing the study group B of the college a successful visit to the State, enjoined them to visit the international convention centre so they take a look at the facilities there, the Golf cost, Institute of Management Technology Ugep, Songhai farms which is more of a commercial Agriculture, School of Nursing at Itigidi, among other projects.

Lebo recalled that within past State budgets, the amount spend on project within the period of 8 years of Sen. Liyel Imoke, will probably amount to 1.2 trillion Naira.

The State now needed 3trillion to enable us carry out those projects, when Sen. Prof. Ben Ayade Come in he decided to construct the State economy, the super highway and the deep sea port which is coming on board, the garment factory has been concluded, Lebo added.

We have rice city and many other projects which are ongoing while some have been concluded. the Speaker added that the Governor Sen. Prof. Ben Ayade want to also create the Cross River State Industrial Economic Development Trade zone which is going to be similar to free trade zone.

The monthly allocation from the Federal Government is not even enough to pay salaries in the State, so we have to think outside the box Lebo stressed.

Speaking earlier, the leader of the group, Commode S. A. Adebayo, said the Command Armed Forces Command and Staff College Jaji Nigeria visits the State with a view on how Cross River State has use PPP to develop the State.
